Message from the Mayor

As COVID-19 continues to spread throughout Ontario, it continues to impact the health and daily lives of residents here in Tillsonburg. In this time of crisis, regular communication with residents, businesses and community stakeholders remains critical.

The Premier of Ontario has recently extended the Declaration of Emergency until July 15 and this declaration impacts every municipality and citizen within the Province. The Town of Tillsonburg fully endorses these measures and has been proactive in supporting them.

As we head into summer, we must continue to follow the guidelines of our Public Health professionals and act responsibly. Remember that public events and social gatherings of more than 10 people are currently against the law under the Emergency Management and Civil Protection Act.

To help you stay up to date on how COVID-19 is impacting our community, we will continue to post an updated news bulletin with information about municipal services and facilities, as well as additional resources and information from our community partners. The material is prioritized and can change daily so please refer to recent posts to get the most updated information possible.

Mayor's Message

Town staff are readying the outdoor pool at Lake Lisgar Waterpark for opening on Saturday, July 11, pending a successful inspection from Southwestern Public Health. Book your one-hour swim time online beginning tomorrow at www.tillsonburg.ca/waterpark.

Essential Services
All local emergency and essential services are available.

 

Masks required at Tillsonburg District Memorial Hospital (TDMH)

Effective May 29, 2020, TDMH moved to having all patients and essential visitors who enter the hospital wear a mask. Patients will be asked prior to their scheduled appointments to bring a mask (cloth or disposable) when they come to the hospital. If patients do not have a mask when they arrive at the hospital, they will be provided with one at the hospital entrance. The same approach will apply to any visitors to the hospital including visiting health professionals, contractors, delivery personnel, and essential patient visitors. Hospital staff are also required to wear masks while in the hospitals.

Annandale National Historic Site (30 Tillson Ave)

The Pratt Gallery at Annandale NHS is open by appointment (519-842-2294), Monday to Friday, from 9:00 a.m. to 3:00 p.m. Visitors will have 45 minutes to explore the gallery's new exhibit entitled “Piecing Together the Past and Present: A Collaborative Quilt Show for 2020.” There will be no access to the historic Tillson home at this time.

Corporate Office (200 Broadway)

The Corporate Office remains open by appointment only, with no walk-in services available.

 

Customer Service Centre (10 Lisgar Ave)

Appointments are not required to enter the Tillsonburg Customer Service Centre.  However, only two customers will be served at the main counter at any given time, and one at the Building/Bylaw counter due to physical distancing requirements. A marshal outside the building will advise customers when it is safe to enter. We appreciate your cooperation and patience.

To avoid lineups and minimize any potential health risk, all residents are encouraged to use online services whenever possible. As well, please remember that many questions can be answered over the phone (519-688-3009) and do not require an in-person visit.

Please do not visit any the Customer Service Centre if you are feeling unwell, or have been in close contact with someone who is not well.

 

Lake Lisgar Waterpark (pool only)

The pool portion of Lake Lisgar Waterpark is expected to reopen July 11, pending a successful inspection by Southwestern Public Health. Slides and other waterpark features will not be in service upon reopening due to Ontario's Stage 2 restrictions. You can begin to book one-hour weekend swim times beginning tomorrow. Support for Businesses

Construction hours extended

On April 7, the province passed a regulation that supersedes municipal noise by-laws and extends permitted construction times. This temporary regulation allows construction work to be completed between 6:00 a.m. and 10:00 p.m. and is intended to help offset delays resulting from the earlier COVID-19 shutdowns.

Other Information

Today, the Ontario government introduced the Reopening Ontario (A Flexible Response to COVID-19) Act, 2020. The proposed legislation is part of the government's plan for the continued safe and gradual reopening of the province once the declaration of emergency ends.

 Mayor's Message
Thank you for celebrating responsibly on Canada Day. Remember that a resurgence in COVID-19 cases can happen any place, any time.

Your individual actions matter. Avoid the three Cs as much as possible to lower your risk and help minimize the impact of COVID-19 in Canada:

  • Closed spaces with poor ventilation;
  • Crowded places with large numbers of people gathered; and
  • Close contact where you can’t keep an optimal two-metres physical distance apart from others.

Also, please remember to support local businesses. There are several restaurants in Tillsonburg that are now offering patio service. Your support is most appreciated.

There are no community Canada Day celebrations tomorrow due to COVID-19. There will not be any evening fireworks or activities at Annandale NHS or the Station Arts Centre. If you're planning a backyard celebration, please remember to keep your distance from anyone not in your household (or in your defined social circle) as per public health recommendations. Wear a mask where physical distancing is a challenge.

 Mayor's Message
Today, the Ontario government released its safety plan for the resumption of class for the 2020-21 school year, outlining scenarios for how students, teachers and staff can safely return to classrooms in September. The plan also provides choice to parents, enhanced online learning, and additional funding. While the decision to return to the normal school day routine will continue to be based on medical advice, boards and schools are being asked to plan for alternative scenarios that may need to be implemented in September depending on the province's COVID-19 situation.

The Prime Minister, Justin Trudeau, today announced that the government is extending the Canada Emergency Response Benefit (CERB) by eight weeks, to ensure Canadians have the help they need as they transition back to work. Canada and the United States have agreed to extend the border measures currently in place by 30 days, until July 21, 2020. The Canada-U.S. border will remain closed to non-essential travel for at least another 30 days to slow the spread of the novel coronavirus as confirmed cases in the United States continue to climb past the two million mark.

Southwestern Public Health has issued an extreme heat alert for our area. 

This heat alert is based on forecasted temperatures between 30 to 33°C this afternoon, with a similar forecast for Wednesday in Oxford County. Humidex values are expected to reach the upper thirties by Wednesday afternoon. The Town of Tillsonburg has opened a drop-in cooling centre at the Tillsonburg Community Centre (45 Hardy Ave).  Mayor's Message
It has come to the Town's attention that a community-led Black Lives Matter demonstration is being planned in Tillsonburg this weekend. Please remember that organized gatherings of more than five people are currently against the law under the Emergency Order and Civil Protection Act

That said, if you choose to attend the demonstration, please follow the advice of public health officials.

  • Stay at least 6 feet (2 metres) from other attendees and anyone who doesn't live in your household
  • Cover your face with a non-medical mask/face covering and keep it in place while you're out in public. Do not remove it until the event is over and you are a safe distance from others.
  • Carry hand sanitizer with you and be sure to sanitize your hands often, especially after touching your mask
  • Do not attend if you are feeling unwell, even if it's just a mild runny nose or sore throat

After the event

  • Monitor yourself carefully for any COVID-19 symptoms for 14 days
  • Limit your exposure to other people as much as possible
  • Get tested at an Assessment Centre if any symptoms develop

Masks required at Tillsonburg District Memorial Hospital (TDMH)

Effective May 29, 2020, TDMH moved to having all patients and essential visitors who enter the hospital wear a mask. Patients will be asked prior to their scheduled appointments to bring a mask (cloth or disposable) when they come to the hospital. If patients do not have a mask when they arrive at the hospital, they will be provided with one at the hospital entrance. The same approach will apply to any visitors to the hospital including visiting health professionals, contractors, delivery personnel, and essential patient visitors. Hospital staff are also required to wear masks while in the hospitals.

The Oxford County Ontario Provincial Police (OPP) are reminding citizens to be alert when it comes to ordering and making purchases online during COVID-19.

Police have investigated many instances of individuals falling victim to fraud in the past and want to provide some helpful tips to protect yourself.

• Verify who the seller is by doing some research
• Make some calls to validate the seller is legitimate
• If you see an ad for a business online, make sure it is current
• Check to ensure a business is still operational

Financial relief measures for water and wastewater customers

In light of the current COVID-19 outbreak, Oxford County Council has approved the following user-relief measures.

  • Effective June 1, 2020 water and wastewater rates will be rolled back to 2019 rates until December 31, 2020;
  • Disconnections are suspended; and
  • Deferred payment arrangements are available to those who demonstrate financial need.

In addition to financial relief for users, Oxford County will also defer all mandatory connections to water and wastewater service planned for 2020, and defer capital billings planned for 2020.

Hand Sanitizer Safety

As a result of the COVID-19 pandemic, personal use of alcohol-based hand sanitizer has received considerable attention as one method of helping to prevent the spread of the virus. Hand sanitizer has also received much attention recently through both traditional and social media, with claims that containers of hand sanitizer will catch fire or spontaneously combust if left in a hot vehicle. Financial relief measures for water and wastewater customers

In light of the current COVID-19 outbreak, Oxford County Council has approved the following user-relief measures.

  • Effective June 1, 2020 water and wastewater rates will be rolled back to 2019 rates until December 31, 2020;
  • Disconnections are suspended; and
  • Deferred payment arrangements are available to those who demonstrate financial need.

In addition to financial relief for users, Oxford County will also defer all mandatory connections to water and wastewater service planned for 2020, and defer capital billings planned for 2020.

Police impersonator active in Oxford

Oxford County Ontario Provincial Police (OPP) are investigating an individual impersonating a police officer and stopping people to check their "essential worker" status amid the COVID-19 pandemic. 

The suspect vehicle is described as a dark-coloured sport utility vehicle equipped with a light bar with flashing red and blue lights.

Motorists who suspect they have been pulled over or confronted by a police impersonator should immediately call 911 to contact police. Do not get out of your vehicle. If possible, try to write down a description of the person, their vehicle and their license plate as soon as it is safe to do so.

"The OPP do not stop motor vehicles to inquire about the employment status of the driver or its occupants. Drivers should also know that they are not required to prove they are an essential worker to police." - Inspector Anthony Hymers-OPP Oxford County Detachment Commander.

The province is investing in Ontario's first Virtual Action Centre, an online counselling and training portal, to support laid off and unemployed hospitality workers, and is helping apprentices by providing grants to purchase tools, protective equipment and clothing for their trade, along with forgiving previous loans to purchase tools.

 Mayor's Message
The Ontario government, in consultation with the Chief Medical Officer of Health, has extended all emergency orders currently in force until May 29, 2020--including the closure of bars and restaurants (except for takeout and delivery) and restrictions on social gatherings of more than five people. It was also announced that schools will remain closed for the remainder of the school year.

 

In Tillsonburg, the Dave Johnson Memorial Dog Park and Optimist tennis courts reopened today.

Tomorrow, the docks on both sides of Lake Lisgar will reopen (Rowing Club and Gibson House). Please enjoy these areas responsibly over the weekend by staying 2 metres from other users at all times. The gazebo, benches and picnic areas are still off limits as per the Province of Ontario's direction.

As we transition together towards re-opening more assets in our community, please do your part to remain safe and follow the directions of our Public Health Care professionals so that even greater opportunities will be available to us all in the weeks ahead.

Are you a Tillsonburg resident with a cottage or vacation property in Norfolk or Haldimand counties? Please be advised that by order of the Haldimand-Norfolk Medical Officer of Health, those whose primary residence is outside of Haldimand or Norfolk are not permitted to occupy their secondary residence. You are permitted to do essential property maintenance, but not stay overnight.

Extended Emergency Electricity Rate Relief
The Ontario government is extending emergency electricity rate relief to families, farms and small businesses until May 31, 2020 during the COVID-19 outbreak. Customers who pay time-of-use electricity rates will continue to be billed at the lowest price, known as the off-peak price, 24 hours a day, seven days a week.

Parks and Trails 

Town of Tillsonburg-owned parks and trails are open at this time provided users keep moving and physical distancing rules are followed.  

**Only one user at a time is allowed on the narrow pedestrian bridge over Lake Lisgar. 

Fishing, kayaking and canoeing is allowed on the Lake, as long as physical distancing is maintained.

Playground structures, exercise equipment, playing fields, picnic shelters, benches and other common touchpoints are not to be used in accordance with the Province's Emergency Declaration. These areas have been signed and taped off as an additional reminder to the public. Please do not remove the caution tape!  Your cooperation is essential to minimize the risk to the community.

Ontario Expands Virtual Mental Health Services During COVID-19

The Ontario government is expanding virtual mental health services to help thousands of Ontarians experiencing anxiety and depression, including front-line health care workers, during the COVID-19 outbreak. These Internet-based Cognitive Behavioural Therapy (iCBT) programs were developed in partnership with MindBeacon and Morneau Shepell and will be provided at no out-of-pocket costs to Ontarians across the province.

Youth Engagement Advisory Hub

Wellkin's virtual Hub will be running on Thursdays from 3:30-5:30 pm, beginning May 7, 2020 through Zoom. The first hour will consist of a wellness activity or information session with topics changing every week – from yoga to employment rights, mindfulness, arts-based wellness and more. The second hour will be a time for peer connection, with a game or social activity being led by a peer mentor or adult ally.

Ontario allows certain businesses to reopen under strict guidelines

By following the proper health and safety guidelines these businesses will be permitted to begin operations on Monday, May 4 at 12:01 a.m.:

  • Garden centres and nurseries with curbside pick-up and delivery only;
  • Lawn care and landscaping;
  • Additional essential construction projects that include:
    • shipping and logistics;
    • broadband, telecommunications, and digital infrastructure;
    • any other project that supports the improved delivery of goods and services;
    • municipal projects;
    • colleges and universities;
    • child care centres;
    • schools; and
    • site preparation, excavation, and servicing for institutional, commercial, industrial and residential development;
  • Automatic and self-serve car washes;
  • Auto dealerships, open by appointment only;
  • Golf courses may prepare their courses for the upcoming season, but not open to the public; and
  • Marinas may also begin preparations for the recreational boating season by servicing boats and other watercraft and placing boats in the water, but not open to the public. Boats and watercraft must be secured to a dock in the marina until public access is allowed.

All publicly-funded schools will remain closed until at least May 31, 2020, as part of an effort to keep students, staff and families safe from COVID-19.

Ontario is extending the closure of provincial parks and conservation reserves to May 31, 2020. This includes car camping, backcountry camping, roofed accommodations, day use opportunities, access points and all public buildings. Provincial parks and conservation reserves will continue to remain fully closed to all recreational activities.

Federal support for students and new grads affected by COVID-19

Yesterday Prime Minister Trudeau announced comprehensive support of nearly $9 billion for post-secondary students and recent graduates. These measures include launching:

  • the proposed Canada Emergency Student Benefit, which would provide support to students and new graduates who are not eligible for the Canada Emergency Response Benefit. This benefit would provide $1,250 per month for eligible students or $1,750 per month for eligible students with dependents or disabilities. The benefit would be available from May to August 2020.
  • the new Canada Student Service Grant, which will help students gain valuable work experience and skills while they help their communities during the COVID‑19 pandemic. For students who choose to do national service and serve their communities, the new Canada Student Service Grant will provide up to $5,000 for their education in the fall.

The Tillsonburg District Memorial Hospital is in need of pump bottles between 400 ml to 1 litre size (either gel or foam pumps) for hand sanitizer. They can be dropped off to screeners at the emergency entrance or in the bin located at the hospital's main entrance. New bottles are preferred, but used in good condition will also be accepted.

The Province of Ontario has released a COVID-19 Action Plan for Protecting Long-Term Care Homes. This plan outlines the actions that the government is taking to protect residents and staff in long-term care homes. There has not been an outbreak or a confirmed case at any of three Woodingford Lodge locations in Oxford County.

Government of Canada connects Canadians with mental wellness supports during COVID-19

The Government of Canada has launched a new portal dedicated to mental wellness on Canada.ca/coronavirus and the Canada COVID-19 appWellness Together Canada will connect Canadians to peer support workers, social workers, psychologists and other professionals for confidential chat sessions or phone calls, and will make it easier to find credible information and help address mental health and substance use issues.

The portal is the result of the work of a broad consortium of organizations with experience in providing digital mental health and substance use support, including Stepped Care Solutions, Kids Help Phone, Homewood Health, Greenspace Health, the Mental Health Commission of Canada, and the Canadian Psychological Association.

Government of Canada adds new measures to support Canadian businesses so they can keep their doors open and their employees on the job

  • Expanding the Canada Emergency Business Account (CEBA) to businesses that paid between $20,000 and $1.5 million in total payroll in 2019. This new range will replace the previous one of between $50,000 and $1 million, and will help address the challenges faced by small businesses to cover non-deferrable operating costs.
  • Introducing the Canada Emergency Commercial Rent Assistance (CECRA) for small businesses. The program will seek to provide loans, including forgivable loans, to commercial property owners who in turn will lower or forgo the rent of small businesses for the months of April (retroactive), May, and June. Implementation of the program will require a partnership between the federal government and provincial and territorial governments.

As part of a newly developed, County-wide response strategy to tacklethe supply shortage, Oxford County’s healthcare partners are working together to collect and distribute donations of personal protective equipment (PPE) among all healthcare partners working in the Oxford County community.This call for donations is being coordinated by the Oxford County Community Health Centre (OCCHC) and Oxford County’s Paramedic Services on behalf of hospitals, paramedics, long-term careworkers, primary care physicians and other healthcare professionals.

As COVID-19 continues to spread across Ontario and Canada, fraudsters are taking advantage of citizens' fear during uncertain times. Fraudsters are exploiting this pandemic to facilitate fraud through cybercrime and any other means to obtain your information.

Police are seeing various scenarios but most are the typical urgency and time sensitive circumstances that criminals place on individuals in order to receive personal and financial information. Many of the reports have a medically related theme in order to instantly set further anxiety in order to gain information. From spoofed government, healthcare or research companies to unsolicited calls, emails and texts giving medical advice or requesting urgent personal information, scammers are looking at gaining information about you during these times.

Here are just a few of the widespread scams that the OPP and the Canadian Anti-Fraud Centre (CAFC) are warning about Wednesday:

  • Companies offering fake COVID-19 tests and selling unproven drugs to treat symptoms.
  • Scammers impersonating the Public Health Agency of Canada to glean personal information and credit card numbers.
  • Cleaning companies claiming their duct-cleaning can protect people from COVID-19

To help more Canadians benefit from the CERB, the government will be changing the eligibility rules to:

  • Allow people to earn up to $1,000 per month while collecting the CERB.
  • Extend the CERB to seasonal workers who have exhausted their EI regular benefits and are unable to undertake their usual seasonal work as a result of the COVID-19 outbreak.
  • Extend the CERB to workers who recently exhausted their EI regular benefits and are unable to find a job or return to work because of COVID-19.

Province Prevents Operators from Charging Fees while Child Cares are Closed 

During the COVID-19 outbreak, the Ontario government is temporarily preventing child care centres from collecting payments from parents, while also ensuring that their child care spaces are protected. Child care centres, with the exception of those accommodating health care and other frontline workers, were ordered closed to help prevent the spread of the virus and keep the children and child care staff safe.

An emergency order (Ontario Protects Parents during COVID-19) has been issued, and immediately prevents any child care operator from charging parent fees where care is not being provided. The order also means that parents cannot lose their child care space because they are not paying fees during this period.

Premier Doug Ford announced today that all stores will be closed on Good Friday and Easter Sunday.

"I have an important message for essential workers. We have been listening to business owners and employees, the truth is that everyone working in our grocery stores, pharmacies, our truck drivers and those working the line, they have been working day and night for weeks to keep the food and medicine we need on the shelves. One way we are saying thank you, is making sure they have this Friday and Sunday off. They deserve a break and some quality time with their families." 

Ford says the Province is mandating those closures. 

"Stores will be open on Thursday, Saturday and of course on Monday and on wards. Let's give our workers the break they have earned. Thank you to all our heroes out there, our health care workers, our essential workers, all the care givers and truck drivers. You are incredible, we owe you everything, thank you and god bless the people of Ontario."

Building maintenance during extended closures

During this time of facility closures, the Town of Tillsonburg is taking action to reduce energy use and control operational costs. These actions include making sure lights are off in unused facilities, and reducing heating/cooling of facilities as appropriate. Ice has been removed from Kinsmen Memorial Arena. Ice will remain in the Colin Campbell Community rink for the foreseeable future. The cost of keeping this ice is minimal due to the on-site co-generation equipment.

Oxford OPP remind you to be aware that scammers are active during the COVID-19 crisis. If you receive a call from a business or government agency asking you for money or personal information, hang up, do research and talk to those you trust. Cybercriminals are capitalizing on public concern surrounding the COVID-19 outbreak with increasing numbers of phishing attacks through email, text message and telephone—with the end goal of stealing information and delivering malware.

These phishing attacks include communications through call, text or email, camouflaged to appear as originating from legitimate organizations, OPP or OPP officials, asking recipients to share sensitive information such as usernames and passwords or to open malicious attachments or transfer funds.

A list of identified COVID-19/coronavirus-related scams is available from the Canadian Anti-Fraud Centre.

If you are the victim of a scam, it’s crucial to report it to both the Canadian Anti-Fraud Centre and your police service of jurisdiction. If that is the OPP, visit opp.ca/reporting.

If you are a regular client, the Food Bank will be open Wednesdays from 12:00 p.m. to 4:00 p.m. Please have ID ready. You will be given a number and will wait outside until called. The maximum capacity of the T:GO bus is 3 passengers (and a driver) to maintain a 2 metre physical distance between users.  In the event the bus is at “capacity” when it arrives at your stop, riders will need to wait for the next bus. Bag Tags

Residents are reminded that Oxford County bag tags are still required for curbside solid waste collection tomorrow (Wednesday). Tags are available for purchase online (tags are mailed to you) and at local grocery and variety stores. For those in self quarantine, contact the County of Oxford at 1-800-755-0394, or customerservice@oxfordcounty.ca

Council supports BIA

Tillsonburg Town Council is continuing to talk with the Downtown Tillsonburg Business Improvement Area (BIA) regarding measures to support businesses affected by the COVID-19 pandemic. At a Special Council Meeting held March 30, Council supported the BIA’s request to reduce the 2020 Levy. Council also approved reallocating $31,000 from the Façade Improvement Program to a BIA Business Retention Plan. The BIA will submit a report on this plan to Council by November 9, 2020.

T:GO Transit

Effective Monday, March 30, the maximum capacity of the T:GO bus is 3 passengers (and a driver) to maintain a 2 metre physical distance between users.  In the event the bus is at “capacity” when it arrives at your stop, riders will need to wait for the next bus. Please use public transit for essential trips only. If you have travelled outside the country or feel unwell, please DO NOT use public transit. T:GO staff are continuing to clean the bus each hour.

 

Tillsonburg District Memorial Hospital

Tillsonburg District Memorial Hospital (TDMH) is looking for the items listed below to help augment our supplies and protect our health care workers during the COVID19 pandemic. If you are willing to donate please email or call Loralee Heemskerk (TDMH - loralee.heemskerk@tdmh.on.ca or 519-842-3611, ext. 5303) to arrange pick up or delivery.

•     Hand sanitizer with at least 70% alcohol (preferably foam)

•     Disposable isolation gowns - Level 2

The large item depot at the Tillsonburg Transfer Station is closed until further notice. 

The yard waste depot remains open, however physical distancing must be maintained.

Transfer Station

Effective Saturday, March 28, the Transfer Station will be limiting the number of users accessing the site at any one time to achieve physical distancing. To avoid delays and lines, please use the Transfer Station only if absolutely necessary. Remember that small items can be placed in regular curbside collection.

Ontario offers toll-free number for support
The Province has launched a toll-free line 1-888-444-3659 to provide support to Ontario businesses who have questions about the Province's recent emergency order to close at-risk workplaces following recommendations by Ontario's Chief Medical Officer of Health.
 OPP - Protect your business during extended closure

OPP West Region has some tips for business owners impacted by the closures, in an effort to ensure your property is less attractive to thieves.

  • Remove all valuables from storefront displays
  • Remove all cash from tills and leave open with the cash tray out and visibly empty
  • Ensure alarm systems are working and all contact lists are up to date
  • Post on doors/windows that the premises are monitored by an alarm company and that no money is kept on the premises. Include the 1-888-310-1122 number to call the OPP should anyone notice a break-in or damage
  • Clean all windows and floors prior to leaving and note when you've done so (have a log) as this will help investigators should there be a break-in
  • Consider a surveillance system which can be monitored remotely by phone/online
  • Consider putting a laminate on all windows/glass to discourage and help prevent easy entry
  • Keep some lighting on inside to help with video surveillance and consider lighting on timers if possible
  • Ensure all doors and windows are locked and secure
  • Ensure all exterior lighting is functioning and on. Consider motion sensor lights as another option
  • Remove anything on the exterior which could be used to gain entry to your premises (bricks, ladders, poles, construction materials)
  • Regularly check the building and keep track of when you check (have a log) but go at different times
  • Like your home, if it looks cared for and looks like someone is home or around regularly, thieves will move on to other locations

Our OPP West Region members want the public to do its part to help keep local homes and businesses safe during the outbreak. If you see suspicious activity around a business that you know is closed, or at homes where people aren't around, call OPP at 1-888-310-1122. If it's not a crime in progress, you can also make a report online athttps://www.opp.ca/index.php?id=132.

 AGCO announces changes
As part of its broader package of measures to support Ontarians and businesses that have been significantly impacted by the outbreak of COVID-19, the Government has amended Regulation 719 under the Liquor Licence Act (LLA) to temporarily allow liquor sales licensees (i.e., licensed bars and restaurants) to sell beer, wine and spirits as part of a food order for takeout or delivery.  These changes are effective immediately, and last until December 31, 2020. Learn more

Ontario Provincial Police (OPP)

Under the Emergency Management and Civil Protection Act (EMCPA), there are consequences for individuals and businesses that choose to defy the Act while it is in force. Contravening the expert advice provided by the Chief Medical Officer of Health to close certain businesses and institutions and limit gatherings to 50-people or less, the Provincial Offences Act (POA) has been updated to include three offences to be enforced by police, along with set fines per offence:

▪ Fail to comply with an order – Part I             Fine of $750

▪ Obstructions of Person                                 Fine of $1,000

▪ Corporations                                               Fine of up to $500,000

If you observe violations, you may call the OPP Communications Centre at 1-888-310-1122. 

Facilities and Services Updates
Playgrounds in Tillsonburg are now closed. For your own safety and protection, please obey the signs and don't let children use this equipment. While parks and trails are still open, stay at least 2 metres away from other users as recommended by Southwestern Public Health.

There have been several updates from the Province of Ontario and Government of Canada in recent days. The Town of Tillsonburg is also meeting with representatives from the Tillsonburg District Chamber of Commerce and Downtown Tillsonburg BIA to identify other measures that can be put in place to assist local businesses during this time.
