Appearing as a Delegation

Members of the public or citizen group may submit a Delegation request to speak at an open meeting of Council.  

To appear as a Delegation before Council, submit a completed Delegation Request Form on-line or submit your request in person to the Clerk's Office at 200 Broadway Street, 2nd Floor.

The deadline for the submission of a Delegation Request is 4:30 p.m. on the Monday prior to the requested meeting date.

Delegation Guidelines:

  • The subject matter of the delegation must be within the jurisdiction of the municipality.
  • Delegations are given 15 minutes to speak, including questions and answers.  
  • A limit of three people may be permitted at the podium at the same time. 
  • Deputations to Council from declared candidates for elected office shall not be permitted.

Clerk's Office staff will advise you if your request has been approved and will work with you to find a convenient agenda date for your delegation.  All presentation materials are required by the Clerk's Office by 4:30 p.m. on the Wednesday before the Council meeting. 

Deputations are scheduled at the beginning of regular Council meetings and delegates are asked to arrive in Council Chambers by 6:00 p.m. on the confirmed meeting date.
