Tax Billings
The Interim Tax Billing consists of two instalments, due in the months of February and May, and is based on 50% of the prior year's total taxes.

The Final Tax Billing is calculated using the tax rates established by Municipal Council, the County of Oxford, and the Province of Ontario, applied against the current value assessment assigned to the property by MPAC (Municipal Property Assessment Corporation), reduced by the amount of the Interim Tax Billing. The final levy is also due in two instalments, usually in the months of August and October

A Supplementary Tax Billing may be issued to reflect additional assessed value applied to a property by MPAC in recognition of new construction or changes to the taxable status of a property.  These billings are made in addition to any other billing that may have been issued relative to the property.

Property Assessment
The Municipal Property Assessment Corporation (MPAC) is responsible for the property assessment function in Ontario.

Beginning with 2009 taxation, the current value assessment valuation date has been updated to January 01, 2008.

Every property owner in Ontario received a Property Assessment Notice in the fall of 2008 setting out the new value assigned to the property and describing the manner in which any increase in assessed value is to be phased in for tax years 2009 through 2012.

Please refer to the information insert included with your property assessment notice for important information concerning the changes made to Ontario's assessment system that became effective for tax year 2009.

A property specific User ID and password is indicated in the bottom right corner of each property assessment notice.

For additional details concerning the manner in which your property is assessed, please contact MPAC at 1-877-205-4216. You may also inquire in person at the Municipal Property Assessment Corporation, 4380 Wellington Rd. South, London, ON N6E 3A2.

If you feel your assessed value or property classification is not correct you have the right to appeal.

The process is as follows:

1. Request for Reconsideration
This is an informal process where you can request a reconsideration of your assessed property value.  Make your request in writing to: MPAC, P.O. Box 9808, Toronto ON M1S 5T9. A reconsideration form may be acquired at the following site:http://mpac.ca/pdf/newrecon.pdf

The request should include valid reasons why you feel your assessment is too high. To back up your request, you are encouraged to find comparable properties in your area and compare the assessed values to your own property.

The deadline to file a "Request for Reconsideration" is March 31st of each tax year.

There is no fee for this type of assessment challenge.

2.  File an Appeal with the Assessment Review Board (ARB)
You can also choose to file an appeal with the Assessment Review Board (ARB), an independent tribunal of the Ontario Ministry of the Attorney General.

Residential, Farm and Managed Forest Properties

If your property, or portion of it, is classified as Residential, Farm or Managed Forest, you must first complete the Request for Reconsideration process with MPAC before you are eligible to file an appeal with the ARB.  The classification of your property is indicated on your Property Assessment Notice.

You have 90 days after MPAC has notified you of its decision on your Request for Reconsideration to file an appeal with the ARB.  For information on the ARB appeal process and required fees please contact the ARB at 1-800-263-3237 or visit their website at www.arb.gov.on.ca

Other Property Classes

For any other property types, you can choose to either file a Request for Reconsideration with MPAC or file an appeal with the ARB.  However, if you choose to file with the ARB, the deadline to file your appeal is March 31st of the tax year.

If you were successful in appealing your assessment and received a Notice of Decision from the ARB, please note that it may take some time for the tax department to receive this information.  Please pay the current tax bill. Once the revised assessment information has been received by the Tax Department, your tax account will be updated and a letter will be mailed to you advising you of your account status.

  • Telephone or Internet Banking – access provided through your financial institution website.  The 15 digit tax roll # is required.
